Oregon-based drug runner trafficked pounds of heroin on behalf of boss in Mexico, police say

Narcotics officers on Wednesday arrested an alleged drug runner with almost a pound of heroin and over $1,500 in cash, police say.

Brayan Alberto Reyes Ramales, 24, is accused of two counts of delivering heroin and two counts of unlawful possession of heroin after the Westside Interagency Narcotics Team served a search warrant on Ramales’s travel trailer in the 13900 block of Southeast Woodward Street, in Portland.

A probable cause affidavit filed by prosecutors alleges that Ramales told investigators that he was sent to Portland from California at the bidding of a boss in Mexico, and that he’s sold large quantities of heroin to roughly nine people in the metro area ever since. Court records don’t say when he moved to Portland.

Ramales also told investigators that he paid $5,000 to $7,000 to receive a pound of heroin at a time, and that a delivery courier met him in a different location every time, court records say.

After selling off the shipment for $40 a gram or $500 an ounce, a different courier would pick up the proceeds, court records show.

Ramales added that his boss in Mexico paid him $600 a week, as well as a per diem that covered his food, gas and rent money, court records say.

Investigators also seized a phone that he allegedly used for drug sales, and found detailed daily expense reports that meticulously tracked Ramales’s daily sales and expenditures, court records show.

Ramales is currently in custody at the Multnomah County Inverness Jail, and he is scheduled to appear in court for his arraignment Friday. He has no prior criminal convictions in Oregon.
