Chehalis Man Charged for Assault, Endangerment

A Chehalis man was arrested Sunday after allegedly drunkenly stripping naked near a trail in Chehalis.

Frank G. Fulmer, 27, of Chehalis, was granted $25,000 bail Tuesday after being arrested over the weekend on suspicion of second-degree domestic violence assault. He was referred to the Lewis County Prosecutor’s Office for reckless endangerment after a string of events led to his arrest Sunday. 

At 4:30 p.m. Sunday, deputies from the Lewis County Sheriff’s Office responded to reports of a child running and screaming on a trail in the 100 block of Highway 603 in Chehalis. Deputies spoke with the 6-year-old girl, who said she ran with her dog after her father took off his clothes and got into a nearby creek. She ran approximately a half-mile away.

The child’s mother, a 32-year-old Chehalis woman, showed up, and told deputies Fulmer assaulted her the night before in the 100 block of Elm View Avenue, leaving bruises on her face. 

Deputies found Fulmer, allegedly naked and intoxicated, and arrested him.

Fulmer’s first court appearance was Tuesday afternoon on the assault charge. The Lewis County Prosecutor’s Office has not yet filed reckless endangerment charges. 

“He is, technically, a successful drug court graduate,” said Lewis County Deputy Prosecutor Sara Biegh Tuesday.

Judge James Lawler recused himself from the case after the preliminary hearing, saying he had a history of legally representing Fulmer’s family.

Fulmer was no longer listed as in custody at the jail on Wednesday.
