Tracking Portland troop deployment news? Here’s a weekend recap of Trump’s actions and the response

Late Sunday, U.S. District Judge Karin J. Immergut issued a new broader order prohibiting any National Guard members from being relocated from any state for federal service in Oregon.

A volley of news preceded the order.

Here’s all that happened over the weekend in response to President Donald Trump’s efforts to send federalized troops to Portland’s outpost of U.S. Immigration and Customs Enforcement:

Friday, Oct. 3:

Audiences woke up Friday to news that Portland police had arrested independent right-wing journalist Nick Sortor on allegations of disorderly conduct at a Thursday night protest outside Portland’s ICE office.

The news enraged conservatives and prompted a swift backlash. Meanwhile, Immergut held her first hearing in the matter of whether Trump could deploy National Guard troops to Portland.

Saturday, Oct. 4:

The Oregonian/OregonLive published a story that showed the scene outside the ICE facility south of downtown over 24 hours, from Thursday to Friday.

At noon Saturday, protesters planned a rally and march to the ICE facility. Midday protests in Portland have drawn huge crowds but typically have been family friendly affairs. Saturday’s protests, however, illustrated how federal agents were intensifying their response to demonstrators, unleashing chemical irritants on protesters without provocation.

The day ended with Immergut’s first ruling, temporarily blocking Trump’s deployment of 200 federalized Oregon National Guard troops to Portland.

Sunday, Oct. 5:

The Portland Marathon skirted the South Waterfront ICE facility and a handful of people in pajamas sat outside the building eating donuts and reading newspapers while outside the White House Trump declared “Portland is burning to the ground” and criticized Immergut, saying she “ought to be ashamed of himself.”

He also said he had not read her Saturday order.

Early Sunday, California Gov. Gavin Newsom said California National Guard troops were arriving in Oregon under orders from the Trump administration. An emergency motion went before Immergut to block the California troops.

As that was underway around 8 p.m. Sunday, Oregon Gov. Tina Kotek said that the Texas National Guard was preparing to deploy to Oregon and other states, a move supported by Texas Gov. Greg Abbott.

In a second, broader ruling, Immergut said “it is not appropriate to bring federalized military into Oregon at this time.”

The Trump appointee added: “I’m troubled by the direct contravention of my (prior) order.”
