Sting operation leads to arrest of suspected Winlock dealer

The Lewis County Sheriff’s Office led a controlled buy last week that resulted in the arrest of a suspected narcotics dealer. 

Timothy A. Perkins, 53, of Winlock, was booked into the Lewis County Jail shortly before 4 a.m. on Saturday, according to jail records. Perkins made a preliminary appearance in Lewis County Superior Court on Monday. A judge set bail at $50,000 cash or bond. 

Perkins is charged with three counts of possession with intent to manufacture or deliver a controlled substance and one count of delivery of a controlled substance. 

According to a probable cause affidavit, deputies enlisted help from a man who’d reportedly been wanted for arrest. The man offered to buy controlled substances from Perkins. 

On Aug. 28, deputies prepped for the operation by making sure the man possessed no drugs. They photographed the cash he would use to make the purchase.

According to the affidavit, a deputy followed the man as he went to the 600 block of A Street in Vader. The man reportedly called deputies after the alleged purchase and said he’d bought fentanyl from Perkins. 



According to the affidavit, the man said he sat in the passenger seat of Perkins’ car and gave Perkins $30. He said Perkins took the fentanyl out of a pill bottle. Perkins allegedly put the fentanyl in tinfoil and gave it to the man. The man exited the car and Perkins drove away.  

According to the affidavit, a deputy pulled Perkins over sometime later for allegedly not having a rear license plate attached to his car. The deputy reportedly saw drug paraphernalia “in open view” and arrested Perkins. When searching Perkins, the deputy allegedly found some of the cash used for the fentanyl purchase. 

Deputies executed a search warrant on the car and reportedly found the pill bottle containing fentanyl, along with “51 grams of methamphetamine, 25 grams of heroin and two digital scales,” according to the affidavit. 

Perkins has prior convictions that include possession of a controlled substance with intent to deliver and delivery of a controlled substance, according to the affidavit.

He is scheduled for an arraignment on Thursday.
