Sirens: Toledo lottery theft suspect sentenced; defendant in Randle rape pleads guilty to lesser charge; arrests in Centralia, Chehalis

Sentencings

• Ravinder Singh, 28, Toledo, was sentenced to 30 days in jail with one day of credit for time served Oct. 17 after pleading guilty to one count of lottery fraud. An additional count of second-degree theft was dismissed. Singh was previously accused of stealing a winning lottery ticket from a Washington State Lottery compliance investigator. • Ryan A. Justice, 38, Randle, was sentenced to six months in jail Oct. 22 after pleading guilty to one count of escape from community custody. Justice was previously charged with second-degree rape after he was accused of drugging, raping and abandoning a woman in the woods near Randle in September 2022. That charge was later amended. • Dallas D. Jacobson, 34, Packwood, was sentenced to 41 days in jail with 41 days of credit for time served Oct. 24 after pleading guilty to one count each of fourth-degree assault and explosive devices activity without a license. Additional charges were dismissed. A no-contact order was entered on behalf of the victim. Jacobson was ordered to surrender weapons. • Emilio Perez, 28, Lacey, was sentenced to one year and a month in prison and one and a half years of community custody Oct. 24 after pleading guilty to one count of second-degree assault with a deadly weapon and two counts of a protection order violation. • Angelina Esperanza Ramirez, 25, Toledo, was sentenced to six months in jail with 155 days of credit for time served Oct. 31 after pleading guilty to one count of first-degree rendering criminal assistance. Additional charges were dropped. Esperanza Ramirez was previously charged with attempted murder after she was accused of intentionally running over a pedestrian with her vehicle. • Gordon J. Harper, 51, Randle, was sentenced to 364 days in jail with 336 days suspended for two years and 28 days of credit for time served Nov. 3 after pleading guilty to one count of harassment, one count of fourth-degree assault and two counts of third-degree driving with a suspended or revoked license. Harper is prohibited from contacting the victim and must not go onto the victim’s property. 

CENTRALIA POLICE DEPARTMENT

Arrests

• Maranda M. Griffith, 33, Salkum, was arrested and booked into the Chehalis Tribal Jail for alleged unlawful possession of a controlled substance and possession of drug paraphernalia in the 400 block of East Summa Street at about 9:48 a.m. Nov. 4.

Accidents

• A hit-and-run collision was reported in the 1100 block of Harrison Avenue at about 12:53 p.m. Nov. 3.

Criminal trespassing

• Teresa L. Leys, 56, Centralia, was arrested after allegedly going onto property she had previously been trespassed from in the 100 block of South Tower Avenue at about 6:46 p.m. Nov. 3.

• A subject from Louisiana was trespassed from a local business after acting disorderly in the 1000 block of Belmont Avenue at about 9:09 p.m. Nov. 3.

• Franklyn T. Hutchison, 58, Chehalis, was arrested after allegedly being located in a stranger’s vehicle and refusing to get out in the 100 block of North Gold Street at about 10:49 p.m. Nov. 4.

Embezzlement

• Officers investigated a fraud case in which someone was using a local business’s checks to pay themselves. The case is under investigation and was reported in the 1100 block of North Pearl Street at 11:38 a.m. Nov. 3.

Fraud

• A victim reported their bank card was stolen and later used in the 1300 block of Belmont Avenue at about 12:13 p.m. Nov. 4. The case is under investigation.

Theft

• Theft of items was reported by a local store in the 1400 block of Harrison Avenue at about 11:33 a.m. Nov. 4.

Vehicle prowl

• Officers responded to a report of a vehicle prowl in the 400 block of East Plum Street at about 5:04 p.m. Nov. 4. The suspects reportedly left prior to the police’s arrival and no items were reported stolen.

CHEHALIS POLICE DEPARTMENT

Arrests



• Randy C. Hendricks, 45, Yakima, was transported and booked into the Lewis County Jail after he allegedly refused to leave a local establishment before resisting arrest in the 300 block of Northwest Chehalis Avenue at about 1:16 p.m. Nov. 1.

• Eric M. Messal, 34, Chehalis, was booked into the Lewis County Jail for an alleged Department of Corrections felony warrant in the 1600 block of Northwest Louisiana Avenue at about 7:02 p.m. Nov. 1. Police referred Messal to the city prosecutor for allegedly obstructing a law enforcement officer and possession of a controlled substance.

• Larissa L. Douglass, 60, Tumwater, was transported to the Lewis County Jail and booked for alleged third-degree theft and knowing possession of a controlled substance in the 1600 block of Northwest Louisiana Avenue at about 11:53 a.m. Nov. 3.    

• Andrew J. Fiedler, 32, Chehalis, was booked into the Lewis County Jail for one count of alleged fourth-degree assault, domestic violence, in the 1800 block of South Market Boulevard at about 5:49 p.m. Nov. 3.

Accidents

• A semi reportedly backed into a vehicle in the 100 block of Ribelin Road at about 9:25 a.m. Oct. 31. No injuries were reported.

• A two-vehicle, non-injury, non-blocking accident was reported in the 100 block of South Market Boulevard at about 3:23 p.m. Nov. 1.

Burglary

• James M. Rada, 44, Chehalis, was referred to the Lewis County Prosecutor for alleged second-degree burglary in the 1700 block of Northwest Louisiana Avenue at about 6:15 p.m. Oct. 30 due to a previous trespassing. Rada allegedly tried to shoplift from the store.

• Fairgrounds staff advised that traffic signage had been removed from the property in the 2500 block of North National Avenue at about 10:45 a.m. Oct. 31. The signage was reportedly thrown from the bridge, but was located and returned to staff.

Criminal trespassing

• Michael R. Best, 52, Centralia, was referred to the city prosecutor for one count of alleged first-degree criminal trespassing in the 1700 block of Northwest Louisiana Avenue at about 3:12 p.m. Nov. 3.

Fraud

• Chehalis police received a report of possible fraud involving a recently deceased man in the 600 block of Southeast Dobson Court at about 11:36 a.m. Oct. 30.

Malicious mischief

• The reporting party advised of a student who damaged walls and furniture in the 100 block of Northeast Hampe Way at about 10:07 a.m. Nov. 3. The damage reportedly occurred on Oct. 31.

Obstructing a law enforcement officer

• Robert W. Jones, 40, Chehalis, was referred to the city prosecutor for recommended charges of making a false statement to a public servant and obstructing a law enforcement officer in the 100 block of Southwest Interstate Avenue at about 1:13 a.m. Nov. 4. Jones was reportedly booked on a warrant.

Theft

• Police received a report of possible theft in the 1200 block of Northwest Louisiana Avenue at about 2:26 p.m. Oct. 30. The theft reportedly occurred in a storage unit the week prior.

• Andrew H. Christensen, 26, Lakewood, was issued a citation for alleged third-degree theft in the 1700 block of Northwest Louisiana Avenue at about 2:29 p.m. Oct. 30.

• Edward P. Busch, 70, Randle, was issued a criminal citation for alleged third-degree theft in the 1600 block of Northwest Louisiana Avenue at about 11:08 a.m. Nov. 2.

JAIL STATISTICS

• As of Nov. 5, the Lewis County Jail had a total facility population of 169 inmates, including 156 in the general population and 13 in the Work Ethic and Restitution Center (WERC). Of the general population inmates, 123 were reported male and 33 were reported female. Of the WERC inmates, 11 were reported male and two were reported female.

• As of Nov. 5, the Chehalis Tribal Jail had a total jail population of 22 inmates. Of those, seven were from Centralia and seven were from the Department of Corrections. Additionally, there were three inmates from the Lummi Nation, two from the Quileute Nation, two from the Tulalip Tribe and one from Suquamish Tribe.
