Sirens: Camping violations, failure to register arrest, 911 caller reports people "were making fun of him"

CENTRALIA POLICE DEPARTMENT

Criminal trespass

• A 48-year-old Centralia woman was cited for trespassing at Blakeslee Junction in the 1600 block of Reynolds Avenue at 2:45 p.m. on Jan. 26 after an officer observed her walking on the property, “which had no trespassing signs clearly posted.”

• A disorderly male subject was reportedly “harassing clients” outside a facility in the 100 block of North Gold Street just after 9:45 p.m. on Jan. 26. He left on his own accord and was later trespassed from the property.

• A homeless man from Rochester was cited for trespassing in the 900 block of Harrison Avenue just after 5:40 a.m. on Jan. 27.

• A homeless man from Rochester was cited for trespassing in the 900 block of Harrison Avenue just before 6:10 p.m. on Jan. 27.

• Two subjects were asked to move along from private property in the 100 block of North Rock Street just before 2:10 p.m. on Jan. 28.

Camping

• A homeless woman from Olympia was warned for a camping violation in the 700 block of South Tower Avenue just after 8:10 p.m. on Jan. 26. She was advised of local resources.

• Two homeless people were cited for a camping violation in the 100 block of West Bridge Street just before 9:15 p.m. on Jan. 26.

DUI

• A 25-year-old Centralia resident was arrested at the intersection of Ives Road and Washington Way just after 9:55 p.m. on Jan. 26 and was booked into the Chehalis Tribal Jail for DUI.

Vehicle accidents

• A minor collision was reported in a grocery store parking lot in the 500 block of South Tower Avenue at approximately 1:15 p.m. on Jan. 27.

Hit-and-run

• A hit-and-run was reported in the 1300 block of Logan Street just before 4:20 p.m. on Jan. 27.

• A hit-and-run was reported in the 1100 block of L Street at 12:40 a.m. on Jan. 28.

Burglary

• Just after 2:40 a.m. on Jan. 27, there was a report that an unidentified suspect broke into a business in the 600 block of Harrison Avenue sometime overnight. The case is under investigation.

• At approximately 5:40 a.m. on Jan. 28, there was a report that two suspects broke into a convenience store in the 1100 block of Harrison Avenue and stole vape supplies.

Suspicious circumstances

• Just before 7:35 a.m. on Jan. 27, a man reported he was attacked while walking home in the 1200 block of Alder Street. He reportedly “said he was thrown to the ground and ‘they gave me the boots,’ ” but “wouldn’t provide any other information and requested more police presence in his area,” according to the Centralia Police Department.

• Officers were dispatched to a report of a man “yelling for someone to call 911” in the 900 block of L Street at 2:05 a.m. on Jan. 29. When officers arrived, they learned the man “was upset after two house guests left (and) his phone and dog were missing.” Officers were unable to locate the subjects.

  Officers were dispatched to a 911 call in the 1300 block of Crescent Avenue just before 3 a.m. on Jan. 29. The caller reported he “thought people were on the sidewalk making fun of him” and said “he thought he should move out of town because the people were giving him weird vibes.”  The caller was referred to crisis workers.

Theft

• A vehicle prowl was reported in the 2000 block of Borst Avenue just after 3:55 p.m. on Jan. 27. The suspect reportedly drove a silver SUV with a California license plate.

• Over $800 in merchandise was reported stolen from a hardware store in the 1600 block of Harrison Avenue just after 5:40 p.m. on Jan. 27.

Assault

• A 28-year-old Centralia man was arrested in the 800 block of West Plum Street just after 2:50 a.m. on Jan. 29 and was booked into the Lewis County Jail for fourth-degree assault, domestic violence.

CHEHALIS POLICE DEPARTMENT

Vehicle accidents

• A non-injury, two-vehicle collision was reported at the intersection of North National Avenue and Northeast Median Street at 10:15 a.m. on Jan. 26.

• A car reportedly backed into a rock garden at a business in the 1900 block of Northwest Louisiana Avenue just after 9 p.m. on Jan. 26.

• A vehicle reportedly struck a pedestrian, injuring the pedestrian’s leg, in the 1600 block of Northeast Louisiana Avenue just after 6 p.m. on Jan. 28.

Malicious mischief

• At approximately 10:30 a.m. on Jan. 26, vandalism to a vehicle that occurred in the 500 block of Northeast Jefferson Avenue sometime overnight was reported.

Suspicious circumstances

• At approximately 10:30 a.m. on Jan. 26, a caller reported someone tried to assault him at a mission in the 10 block of Southwest Chehalis Avenue. The caller said he “took (the suspect) down to the ground,” and the suspect’s “head was bleeding when (he) left.” The caller reported he “thinks staff was in on it.”

• Voicemail threats were reported in the 2500 block of North National Avenue at approximately 3:10 p.m. on Jan. 26.

• A possible attempted vehicle prowl was reported in the 900 block of South Market Boulevard just before 9:45 p.m. on Jan. 26.

• Three male subjects were reportedly “getting inside of (the) book drop and taking stuff out” in the 700 block of South Market Boulevard just after 5:35 p.m. on Jan. 28.

• Suspicious circumstances reported in the 300 block of North Market Boulevard just after 9:40 p.m. on Jan. 28 are under investigation.

Criminal trespass

• Officers were asked to move along a man who was on the front steps of the court house in the 300 block of Northwest North Street at 10:10 p.m. on Jan. 26. The subject said “he wanted socks and said he was cold.” He reportedly “dumped out all the garbage everywhere and put the trash can on the sidewalk.”

• Two men were reportedly setting up camp on a property in the 200 block of Northeast Chehalis Avenue just after 1:35 p.m. on Jan. 28.

• A homeless person was reportedly “doing drugs and hanging out” inside a vacant building in the 700 block of Northwest State Avenue just after 12:50 a.m. on Jan. 29. He was moved along.

Failure to register as a sex offender

• Amanda Nicole Phillips, 35, was arrested in the 100 block of Southwest Interstate Avenue just after 12:35 p.m. on Jan. 27 and was booked into the Lewis County Jail for failure to register as a sex offender. Phillips was convicted for first-degree aggravated sexual abuse of a child in a Utah juvenile court in September of 2006. She has two prior failure–to-register convictions in Lewis County: one from 2012 and one from 2021. She has allegedly failed to update her registration since February of 2022.

Theft

• A third-degree theft reported in the 10 block of South Market Boulevard at approximately 3:55 p.m. on Jan. 27 is under investigation.

• A wallet and a police scanner were reported stolen from the 300 block of Southwest Third Street just before 7:40 p.m. on Jan. 27.

Malicious mischief

• A third-degree malicious mischief reported in the 400 block of South Market Boulevard just after 8 a.m. on Jan. 28 is under investigation.

• A possible vehicle prowl reported in the 600 block of Southeast Dobson Court just after 8:25 a.m. on Jan. 28 is under investigation.

• Malicious mischief reported in the 600 block of Southeast Dobson Court just after 2:25 p.m. on Jan. 28 is under investigation.

Disorderly conduct

• A homeless man was reportedly “taking off his clothes” and “possibly having hallucinations” in the 600 block of Northwest State Avenue just before 4:45 p.m. on Jan. 28. No indecent exposure was reported.

Assault

• A male subject was arrested in the 1400 block of Southwest Mills Avenue just after 5 p.m. on Jan. 28 and was booked into the Lewis County Jail for fourth-degree assault, domestic violence.

LEWIS COUNTY JAIL STATISTICS

As of Monday morning, the Lewis County Jail had a total system population of 146 inmates, including 133 in the general population and 13 in the Work Ethic and Restitution Center (WERC). Of general population inmates, 109 were reported male and 24 were reported female. Of the WERC inmates, 11 were reported male and two were reported female.
