A 32-year-old Level 3 sex offender has registered to live as a transient in Lewis County, meaning he will have no fixed address, though he is still required to check in with the sheriff’s office.
Kenneth Emory Allen is described as a 6-foot-2, 290-pound white man with brown hair and eyes.
Allen was convicted in Lewis County Superior Court in 2013 for the crime of indecent exposure. The offenses involved Allen, 21 years old at the time, exposing himself for sexual gratification to an unrelated female, age 31.
He was sentenced to 14 months in prison.
In 2016, Allen was convicted in Lewis County Superior Court on four counts of second-degree possession of depictions of minors engaged in sexually explicit conduct.
The offense involved Allen possessing multiple photos on electronic devices of juvenile females of various ages engaged in sexually explicit conduct.
He was sentenced to 60 months in prison.
“Allen has been identified as a Level 3 offender and a clear risk to reoffend and this community notification is required,” the Lewis County Sheriff’s Office stated in a community notification.
“The individual who appears on this notification has been convicted of a sex offense that requires registration with the Sheriff’s Office. Further, their previous history places them in a classification level that reflects the potential to re-offend,” the sheriff’s office stated. “The individual served the sentence imposed by the court and has properly notified the sheriff’s office of their current address. The law does not require this offender to do anything other than register.”
Allen is not wanted by law enforcement.
“This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public,” the sheriff’s office stated.
