Oregon murder suspect recaptured after mistaken release from jail

Authorities re-arrested a Gresham man accused of murder two days after Multnomah County deputies mistakenly released him from jail.

Multnomah County Sheriff’s Office deputies and a U.S. Marshals task force arrested 26-year-old Ty Sage at a gas station off U.S. 101 in Florence.

Sage faces a second-degree murder charge in the December 2021 killing of 15-year-old Lowgunn Ivey inside the Columbia Trails apartment complex in Gresham.

In a Thursday statement, Sheriff Nicole Morrisey O’Donnell said she acknowledged the “fear and trauma” the mistaken release caused to Lowgunn’s family. She said they deserved better.

“As Multnomah County’s sheriff, I am committed to making sure this does not happen again, that we learn from our mistakes, and that Lowgunn’s family can have justice,” Sheriff Nicole Morrisey O’Donnell said.

On Wednesday, Morrisey O’Donnell offered an apology and promised a full investigation into how the error happened. Court officials held a bail hearing for Sage last week to determine whether he could be released. Multnomah County Circuit Judge Bryan Francesconi ruled he stay in custody.

But despite the ruling, Morrisey O’Donnell said jailers misinterpreted the court order as saying the opposite.

Sheriff’s officials said on Thursday that Sage will be booked into the Multnomah County Detention Center on a no-bail hold.

Sage is accused of being an accomplice in a 2021 drug and gun deal that turned deadly. Kevin Rivas-Ramirez, 26, allegedly shot Lowgunn four times as they gathered in an apartment with guns and an ounce of cocaine Lowgunn had brought to sell.
