Level Three Sex Offender Registers in Lewis County

A Level Three sex offender had registered with the Lewis County Sheriff’s Office to live as a transient in Lewis County. 

Seth R. Liebich, 35, has two convictions for sex crimes. He is described as a white male standing 5-foot-4 and weighing 190 pounds. He has red hair and blue eyes.

Liebich was most-recently convicted in Lewis County Superior Court in 2019 for two counts of communications with a minor for immoral purposes after he followed a 13-year old “and asked to see his privates several times,” according to a news release from the Lewis County Sheriff’s Office. 

The victim reportedly became afraid of being assaulted, left the area and reported the incident to a family member. Liebich was sentenced to 11 months in jail and 12 months of probation upon release.

Prior to that, he was convicted in 2004 at the age of 16 for indecent liberties with forcible compulsion after he lured and sexually assaulted a developmentally-delayed 19-year-old woman. Liebich was sentenced to 104 weeks in custody and completed an outpatient sex offender treatment program. 



Liebich knew the victims in both cases. 

He was categorized as a Level Three offender “based on an inability to control his compulsion and a history of sexually inappropriate behavior,” according to the sheriff’s office. 

The law does not require Liebich to do anything other than register and he is not wanted by law enforcement at this time. 

“This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public,” the sheriff’s office stated in the notice.
