A Level 3 sex offender has registered to live in the Onalaska area, according to a notification from the Lewis County Sheriff’s Office.
Zachariah Grant Tooley, 46, is residing in the 200 block of Kennedy Road.
The sheriff’s office issued the notification pursuant to state law that authorizes law enforcement agencies to inform the public when the release of information will enhance public safety and protection.
“The individual who appears on this notification has been convicted of a sex offense that requires registration with the sheriff’s office,” the sheriff’s office stated. “Further, their previous history places them in a classification level that reflects the potential to re-offend. The individual served the sentence imposed by the court and has properly notified the sheriff’s office of their current address. The law does not require this offender to do anything other than register. They are not wanted by law enforcement at this time. This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public.”
Tooley is a white man who is 5-foot-8 and 200 pounds with blond hair and blue eyes.
On Feb. 23, 2004, Tooley was found guilty in circuit court in Josephine County, Oregon, for one count of third-degree rape. The conviction stemmed from Tooley having sexual contact with a known 13-year-old girl he was not related to when he was 23 years old.
Tooley was convicted for failure to register as a sex offender in 2013.
In 2014, Tooley was convicted of third-degree attempted rape in Lewis County for an incident that occurred in 2011. The conviction stemmed from Tooley having sexual contact with a female he just met.
Tooley was most recently convicted for failure to register as a sex offender in 2024.
“Because of Tooley's crimes, he has been classified as a high risk to re-offend and this community notification is being made,” the sheriff’s office stated.
