How could two ex-soldiers gain access to grenades and machine guns for over two years?

This does not make anyone safe. The guards let anyone on base it seems. They are only doing their duty, but that officer corps is derelict. As it is, JBLM is a menace, and these thieves bring dishonor and mistrust to all who wear the uniform.
