Officials announced shortly before 4:30 p.m. that residents could return home after mistakenly issuing and then retracting an all-clear notice around 3:15 p.m.

Authorities from the Clark Regional Emergency Services Agency mistakenly issued an all-clear notice. A spokesperson told The Oregonian/OregonLive that evacuation orders are still in effect.
Heavy machinery struck a natural gas line in Vancouver around 1:30 p.m. Thursday, prompting authorities to order evacuations within a quarter-mile radius of the leak, the Vancouver Fire Department said.
Officials are ordering residents in the areas of Northeast 72nd Street and Northeast 94th Avenue to evacuate on foot. Authorities warn residents not to start their vehicles and advise them to leave the area by traveling north.
Clark Public Utilities has cut power to more than 2,000 customers as a precaution.
Officials said the evacuation order could remain in place for up to three hours.
