Former employee caught trying to get drugs into Green Hill School Sunday was convicted of crime at facility earlier this year

The suspect accused of attempting to get drugs through a security checkpoint and into Green Hill School on Sunday has been identified as the same former Green Hill School employee who was convicted of abuse of office earlier this year after she was accused of having a relationship with an inmate at the juvenile detention facility. 

Angel Misner, 33, of Ethel, was arrested on Monday following a joint investigation between the Chehalis Police Department and Green Hill School, according to a Chehalis Police Department news release. 

The incident was reported to the Chehalis Police Department at approximately 12:45 p.m. on March 30, according to police call logs. 

Misner is accused of concealing one pound of suspected THC wax inside a food order that she attempted to drop off for a current Green Hill School employee, according to the news release. 

“That employee has been questioned and is cooperating with the ongoing investigation. They have not been charged at this time,” the Chehalis Police Department stated in a news release. 

Misner was fired from Green Hill School in July 2024 when she was arrested on alleged custodial sexual misconduct, tampering with a witness, introducing contraband, money laundering and abuse of office charges. 

Misner was accused of having phone conversations with one of the 43 adult inmates who were transferred to state Department of Corrections (DOC) custody in July in an effort to reduce overcrowding, according to court documents. 

In recorded phone conversations, Misner and the adult inmate reportedly spoke “regarding wedding plans … and having contraband in a water bottle with a false bottom in his belongings prior to being sent to DOC,” according to court documents.  

They also discussed Misner performing a sex act, according to the documents. 

A security search of the inmate’s property yielded a water bottle containing a cellphone, charging cable, two small screwdrivers, a $1 bill and “a blue colored note paper folded up with something inside.” 

Green Hill School staff later found internal video footage that reportedly shows Misner kissing the inmate inside the facility before the inmate was transferred. Investigators also reportedly found photos and text messages that were sent via the DOC’s telephone app. 

Investigators also found “evidence that shows Misner is providing financial support to (the inmate” while he is at DOC, and “even that (the inmate) has access to Misner’s bank account,” according to court documents. 

As part of the investigation, Misner was asked to return to the Green Hill campus in Chehalis, “which led to their arrest on campus today,” DCYF said in a news release on July 24. 



Misner “believed she still worked there” at the time, according to court documents. 

She was escorted off of the campus property and taken into custody when she arrived on July 24. After a Chehalis Police Department detective presented her with the evidence he had collected, Misner allegedly admitted to having sexual contact with the inmate. She reportedly “acted shocked but did not say much more,” according to court documents. 

Shortly after her arrest, Misner reportedly asked the detective for help accessing several phone numbers from her phone. One of those numbers belonged to the other Green Hill corrections staff member who was later charged for alleged crimes at Green Hill. 

The detective reportedly told Misner that the other employee was under investigation at the time and said “if she speaks to (the employee) about this case, it could be considered witness tampering,” according to court documents. 

The next day, July 25, Lewis County Jail staff informed the Chehalis Police Department that Misner had made at least four phone calls that morning to the other employee  and spoke about the adult inmate. An unidentified male reportedly joined in on the call from the other employee’s end of the line, and the three of them were reportedly recorded making light of the case, with the male asking Misner “is your mugshot hot?” and Misner allegedly saying, “between the two of us, I wonder who is going to have more publicity” before laughing, according to court documents. 

Misner was acquitted on all but the abuse of office charge following a non-jury trial on Jan. 21, 2025. 

She was convicted on one count of abuse of office and was sentenced Jan. 23 to 364 days in jail with credit for 183 days served. The remaining 181 days were suspended for 24 months, meaning Misner would not have to serve any of that jail time so long as she followed her conditions of release, which include no additional law violations. 

She was released from the Lewis County Jail following her sentencing hearing on Jan. 23, according to previous Chronicle reporting. She was booked back into the jail on Monday after Chehalis Police Department officers located her through the Flock Safety camera system, according to a news release. 

“The case is still under investigation and no further details are being released at this time” the Chehalis Police Department said in the news release.

Misner was one of seven Green Hill School corrections employees who were charged or referred on charges for alleged crimes that took place at the facility in 2024, according to previous Chronicle reporting. So far, Misner is the only one of those seven employees to have been convicted on a criminal charge. One case resulted in acquittal in a non-jury trial, one case was dismissed without prejudice, one was ultimately not charged and three were still active as of Monday afternoon.
