The Washington state secretary of health has suspended the registered nursing assistant license of the administrator of the Caregivers 4 Mom and Dad in-home services agency in Winlock, which has also had its license suspended, pending further legal action.
The state Department of Health’s (DOH) Unlicensed Practice Program previously issued Caregivers Administrator Betty Jo Kitchen a cease-and-desist order due to her lack of a registered nurse’s license.
Kitchen was notified of that order in April 2024, according to previous Chronicle reporting.
The state has confirmed Kitchen, who “has never held a registered nurse license in Washington state,” was operating “an in-home services agency where she conducted health care for patients and described herself as a home care nurse,” according to previous Chronicle reporting.
In October 2024, Kitchen was placed on the state Department of Social and Health Services’ long-term care abuse and neglect registry, according to a DOH news release.
“Kitchen is prohibited from being employed in the care of or having unsupervised access to vulnerable adults,” the DOH said in a news release.
In February 2025, the DOH announced that it had indefinitely suspended the license of Caregivers 4 Mom and Dad for failing to submit a plan of correction to address issues related to patient medications, fall prevention and general patient care concerns that were uncovered in a health and safety investigation.
Caregivers 4 Mom and Dad updated its Facebook page on March 10, 2025, to reflect that the business has been formally closed.
