A Chehalis woman faces multiple felony charges after she allegedly kicked a state trooper in the chest and then sped away during a traffic stop, knocking the trooper to the ground.
According to court documents, the trooper was hospitalized following the incident.
Jazzelle M. Mulvaine, 19, is charged with one count each of second-degree assault, third-degree assault, attempting to elude a police vehicle, failure to obey a police officer, possession of marijuana by a person under 21 and resisting arrest.
Mulvaine faces up to 10 years in prison for the second-degree assault charge. She made a preliminary appearance in Lewis County Superior Court on Monday.
During the hearing, Senior Deputy Prosecutor Scott Jackson requested a bail amount of $50,000 cash or bond, citing “serious concerns for public safety.”
Defense attorney Rachael Tiller argued for either an unsecured bond, or else no more than $10,000 in bail, saying she believed the allegations were “out of character.”
According to Tiller, Mulvaine has no prior criminal history in Washington.
Judge Paul Strophy set bail at $50,000 cash or bond, citing the nature of the allegations, which he said did pose a risk to community safety.
As part of her release conditions, Mulvaine must not operate a motor vehicle without a valid license or insurance.
According to a probable cause affidavit, a Washington State Patrol trooper first saw Mulvaine driving a Dodge Magnum westbound on state Route 508 at about 10 p.m. May 29.
The trooper reportedly observed the Magnum slow down and activate its left turn signal as if to turn into the Lewis County Fire District 8 station in Cinebar, before activating its right turn signal and continuing on Route 508.
As the trooper approached, Mulvaine allegedly slammed on her brakes and stopped in the lane.
The trooper exited his vehicle and walked to the Magnum’s driver-side door.
According to the affidavit, the trooper saw a bong in the passenger seat. Mulvaine allegedly began arguing with the trooper, and did not step out of the vehicle when asked.
The trooper opened the door. Mulvaine allegedly slapped his hand and kicked him in the chest. The trooper told Mulvaine she was under arrest.
After requesting backup, the trooper again tried to remove Mulvaine from the car, this time by grabbing her left wrist, according to the affidavit.
Mulvaine allegedly put the car in drive and accelerated.
According to the affidavit, the trooper — whose arms were “stuck in the door” — fell and rolled as Mulvaine drove away.
The trooper pursued in his car. The chase reportedly reached speeds of about 100 mph, before Mulvaine turned into a gas station and parked her car.
The trooper and a responding Morton police officer apprehended Mulvaine. A second trooper retained custody of Mulvaine at Providence Centralia Hospital.
That trooper said Mulvaine vomited in the back of her patrol car.
Mulvaine was scheduled for an arraignment on Thursday.
