The Centralia School District is seeking statements of qualifications for a proposed health and wellness facility at Centralia High School.
According to a legal notice, the district is in search of a qualified architectural and engineering firm for a feasibility study, pre-design services and engineering services.
“The purpose of this project is to evaluate, plan, and develop a Health & Wellness facility that supports athletic performance programs, physical education instruction, student engagement and potential community use while aligning with the District’s long-term campus planning goals,” the notice says.
According to the notice, provided services will include, but are not limited to:
• Existing conditions assessment and site review
• Stakeholder engagement and facility programming
• Development and evaluation of multiple facility alternatives
• Structural, mechanical, electrical and site systems analysis
• Preliminary cost estimating and budget development
• Fee proposal for initial work
• Energy and code compliance review
• Regulatory and permitting analysis
• Project scheduling
• Preparation of a feasibility report and associated engineering documents
“As part of the feasibility study and pre-design phase, the District requests that firms provide a detailed fee proposal for all services necessary to complete the initial feasibility study, programming, planning, architectural, engineering, and related consulting work,” the notice says. “The fee proposal shall clearly identify the cost associated with completing the feasibility and pre-design phase only, including stakeholder engagement, facility programming, engineering evaluations, alternative development, cost estimating, and preparation of the final feasibility/design report.”
The district also requests that firms provide a “description of their approach to developing an opinion of probable construction cost and total project budget” for the proposed facility.
“The feasibility study shall include preliminary cost estimates for the recommended alternative(s), including construction costs, soft costs, contingencies, permitting, escalation, and other anticipated project-related expenses, to assist the District in evaluating overall project feasibility and long-term budgeting,” the notice says.
According to the notice, the district is seeking a firm that has demonstrated experience with K-12 educational facilities, athletic and fitness facilities, public sector projects, and Washington state regulatory requirements.
This includes experience with public works and applicable Office of Superintendent of Public Instruction (OSPI) standards.
According to the notice, a statement of qualifications should include “firm experience, project team qualifications, project approach, relevant project examples, references, fee proposal and anticipated project schedule.”
For the fee proposal, the district requests a proposed fee for only the completion of the feasibility study and pre-design services.
