Prosecutors charged a Centralia man with five felonies Monday after he allegedly gave two teenage girls alcohol and marijuana and then molested them during a hike on Oct. 29.
Carcione C. Rabang, 26, made a preliminary appearance in Lewis County Superior Court on Monday to face one count of indecent liberties, two counts of third-degree child molestation and two counts of distribution of marijuana to a person under 18.
Rabang is also charged with two counts of supplying liquor to a minor.
Judge Paul Strophy set Rabang’s bail at $100,000 cash or bond and granted the state’s request for protection orders on behalf of the two victims. Strophy ordered that Rabang surrender any firearms within his possession.
According to a probable cause affidavit, Centralia police began investigating after responding to the report of an “unconscious female” near the Rufus Kiser Trail at the Seminary Hill Natural Area on Oct. 29.
One of the girls reported they had been drinking and smoking weed with Rabang. The girl said her friend was unconscious, but breathing.
An officer arrived and found the two girls, who were then transported to Providence Centralia Hospital. Rabang was not at the scene.
The girl who reported the incident spoke with police at the hospital. She said they had met with Rabang at Fuller's Market Place, where he’d bought alcohol. She said Rabang later put the alcohol in her backpack.
The three reportedly walked to a trail while drinking and smoking.
When speaking with police, both victims alleged that Rabang had kissed them, according to the affidavit. Each described Rabang having had sexual contact with them.
The girl who reported the incident told police she woke up at one point and saw her friend was “passed out,” according to the affidavit.
“She asked if she should call someone and Carcione took her phone and said he would stab her with one of the two knives he had if she called 911,” prosecutors wrote in the affidavit. “When she called 911 Carcione ran.”
The girl told police Rabang had shown her his ID earlier in the day, and she had told him her birthday.
Police spoke to the other victim at the hospital, who said she had met Rabang a couple weeks ago, according to the affidavit.
The girl corroborated her friend’s account of the alleged incident. She said Rabang had removed the alcohol receipt from the backpack because he’d said “he would get in trouble if the receipt was in the backpack and something happened.”
Rabang was booked into the Lewis County Jail at about 2:30 p.m. Oct. 31, according to jail records. He is scheduled for an arraignment on Thursday.
