California men charged in elaborate FBI impersonation robbery in Oregon

Five men have been indicted in California on allegations that they posed as FBI agents with fake jackets, bulletproof vests and radios and robbed a Portland shipping business at gunpoint after tying up employees, according to a newly unsealed indictment.

They’re accused of stealing about 200 Apple iPhones and five cameras from Faith Fly International on April 14, loading them into their car and driving to California to deliver the stolen items.

Cankun He, 31, Hailong Ma, 30, Yuziang Wei, 25, Jordan Cantie, 48, and Robert Maynard, 41, all of the San Francisco Bay area, are charged with conspiracy to commit robbery.

Ma, Wei, He and Maynard were arraigned in San Francisco this week and remain in custody. Cantie had not been arrested as of Tuesday afternoon.

Two of the five, Cantie and Maynard, drove a black Dodge Durango as they followed a Faith Fly employee’s vehicle to the business parking lot, flicked on blue-and-red flashing lights and stepped out wearing the fake FBI jackets, the indictment alleges.

Cantie held a gun as he and Maynard threatened employees and forced them inside the building, where they bound the hands of staff with zip ties and made off with a stash of phones and cameras, the indictment says.

Meanwhile, Ma and Wei waited nearby in a white truck, according to the indictment.



The next month on May 19, Ma, Wei and Maynard returned to Oregon from California, intending to rob another reshipping business, Premier Packaging in Hillsboro, the indictment alleges.

But FBI agents stopped Maynard and four other unidentified accomplices before they reached the business and searched their Dodge Ram and U-Haul van, according to the indictment.

Federal agents recovered zip ties from the Dodge Ram along with a wig in a plastic bag, plastic gloves, gardening gloves, a .38-caliber special revolver, a 9mm pistol and a black face mask, the indictment says. They found body armor, orange gardening gloves and a BB pistol in the U-Haul, the indictment says.
