Sirens: Aggressively Panhandling; Vehicle Thefts; Race Ends in Crash; Fentanyl Overdose; Dog in Hot Car

CENTRALIA POLICE DEPARTMENT 

Disorderly Conduct 

• Officers responded to a report of a disorderly subject yelling while sitting on a park bench at the intersection of Mellen Street and Old Airport Way at approximately 8:10 a.m. on April 28. The subject was identified as a homeless woman from Chehalis. She was offered crisis services and refused, according to the Centralia Police Department. 

• Officers responded to a report of a disorderly subject “yelling and cussing” in the parking lot of a facility in the 2400 block of Reynolds Avenue just after 10:10 a.m. on April 28. The subject was identified as a homeless woman from Centralia, who told officers “she was mad because someone yelled at her.” 

• A homeless woman from Chehalis was reportedly “yelling and screaming at nobody” at a library in the 100 block of South Silver Street just before 1:35 p.m. on April 28. She reportedly declined crisis services. 

• A homeless woman from Chehalis was reportedly “screaming and throwing garbage in the roadway” in the 100 block of North Gold Street at approximately 5:30 p.m. on April 29. An officer was reportedly able to “de-escalate the female.” 

• A homeless man from Winlock was reportedly “walking into traffic, stopping cars and screaming at residents” in the 1100 block of Belmont Avenue just after 9:30 p.m. on April 29. The man was warned not to go in the roadway. 

• A homeless man from Kelso was reportedly “walking near the railroad tracks and in the roadway” at the intersection of East Locust Street and South Tower Avenue at approximately 9:50 p.m. on April 29. The man was given a “verbal warning for walking in the roadway.” 

 

Criminal Trespass 

• A homeless person from Centralia was “asked to move along” from a business in the 200 block of East Maple Street at approximately 1:15 p.m. on April 28. 

• Officers responded to a report of a homeless man “aggressively panhandling” in front of the door to a business in the 800 block of Harrison Avenue just after 5:55 p.m. on April 28. Management at the business asked law enforcement to contact the man and have him leave the property. The man left the property when he was asked to do so.

• Just before 9:35 p.m. on April 28, a business in the 900 block of Harrison Avenue asked law enforcement to trespass a disorderly subject who was “walking in and out of traffic” from the business’ property. 

• A homeless man from Chehalis was arrested in the 1200 block of Lum Road at approximately 8:45 a.m. on April 30 and was booked into the Lewis County Jail for trespassing at a fast food restaurant in the 1200 block of Lum Road. The restaurant’s manager called law enforcement to report the man was “in the parking lot screaming at no one.” 

• A homeless man from Chehalis was cited for trespassing at a grocery store in the 1100 block of Harrison Avenue just before 10:40 a.m. on April 30. 

• A homeless man from Centralia was trespassed from a store in the 600 block of North Tower Avenue just before 1:45 p.m. on April 30 after he was reportedly caught stealing and then gave the items back. 

• A homeless man from Vancouver was reportedly “threatening other occupants and refused to leave” a shelter in the 100 block of North Gold Street just after 8:40 p.m. on April 30. The man left when officers asked him to do so. 

 

Welfare Check 

• Officers were asked to check on the welfare of a man who was reportedly lying on the ground in the 1300 block of Eckerson Road at 12:05 p.m. on April 28. The man, identified as a homeless man from Tracy, California, “said he was fine and moved along,” according to the Centralia Police Department. 

 

Vehicle Theft 

• Just after 8:10 a.m. on April 26, a gold 1993 Honda Accord was reported stolen from the 1500 block of Lewis Street sometime overnight. 

• At 2:15 p.m. on April 28, a white 2019 Ford Transit rental van that was rented out of the 1000 block of South Gold Street in February was reported stolen. 

• A Yelm man was arrested  in the 1000 block of Belmont Avenue just after 12:50 a.m. on April 29 and was booked into the Lewis County Jail for possession of a stolen vehicle. The stolen vehicle was recovered. 

• Just after 6:25 a.m. on May 1, a turquoise 1992 Mazda 4x4 pickup with a lumber rack was reported stolen from the 600 block of South Rock Street sometime overnight.

 

Attempted Burglary 

• An attempted break-in to a business in the 600 block of North Tower Avenue was reported at 8:45 a.m. on April 29. 

 

Other Theft

• A bank card was reported stolen from the 900 block of Johnson Road just after noon on April 28. The theft reportedly occurred while the card’s owner was swimming.

• Two subjects identified as “a male and a female who had turquoise hair” reportedly “ordered a huge breakfast then stole other merchandise” from a business in the 1000 block of Harrison Avenue just before 8:45 a.m. on April 30 and “left without paying.” The subjects reportedly left in “an older white Toyota.” 

 

Vehicle Accidents 

• A non-injury, two-vehicle collision was reported in the 1700 block of Harrison Avenue at 11:35 a.m. on April 28. 

• A non-injury, two-vehicle accident was reported at the intersection of West First and North Pearl streets at approximately 4:40 p.m. on April 29. 

• Two vehicles were reportedly racing “side by side” on Harrison Avenue at “a high rate of speed” just before 12:05 a.m. on May 1 when one of the vehicles failed to make a turn onto West Main Street and went off the roadway, crashing at the intersection of West Main and Yew streets. Both drivers, identified as a 18-year-old Centralia resident and a 20-year-old Centralia resident, were issued infractions and were cited for racing of vehicles and reckless driving. 

 

Overdose 

• Officers responded to a report of a homeless man overdosing on fentanyl in the 2000 block of Borst Avenue just before 6:05 p.m. on April 28. An unidentified subject reportedly administered Narcan to the victim before aid arrived at the scene. The victim received medical services at the scene and declined further treatment.  

 

Department Assist 

• Officers were asked to assist aid personnel with “an adult male having a mental health crisis” in the 100 block of Shirlee Avenue just after 12:30 p.m. on April 29. 

 

Disputes 

• A dispute where a female was reportedly “screaming at a male and throwing things at him” was reported in the 900 block of East Locust Street just before 9:25 p.m. on April 29. The female left the scene before officers arrived and the male advised he “did not wish to pursue the matter.” 

• A verbal dispute was reported in the 1200 block of Alder Street just after 1:05 p.m. on April 30.

 

Dog in Hot Car

• Officers were called to the report of a dog left in a hot vehicle in the 700 block of Allen Avenue just before 11:50 a.m. on April 29. The owner was contacted before officers arrived and was cooling the dog down.



 

False Information 

• Officers responded to a report of a homeless man “who appeared to be under the influence of controlled substances” and was seen jumping over the guardrail parallel to Interstate 5 in the 2000 block of Borst Avenue at 8 p.m. on April 29. Officers arrived and contacted two subjects, a man and a woman. The woman reportedly gave a false name to officers, was arrested for providing false information to a public servant and was booked into the Lewis County Jail. 

 

Physical Control 

• Kenneth L. Normand, 60, of Centralia, was cited for being in physical control of a vehicle while under the influence of intoxicants in the 1400 block of Harrison Avenue just before 11:30 a.m. on April 30. 

 

Malicious Mischief 

• Just after 5:50 a.m. on May 1, the back window to a vehicle in the 1400 block of Logan Street was reported broken. 

 

CHEHALIS POLICE DEPARTMENT 

Hit-and-Run 

• A hit-and-run reported in the 200 block of Southwest Interstate Avenue just before noon on April 28 is under investigation. 

 

Suspicious Circumstances 

• Just before 5:45 p.m. on April 28, officers received a report of a flag shop selling political items at the corner of Northwest Louisiana Avenue and Northwest Chamber of Commerce Way without a permit. Officers contacted the owner of the flag shop, who said he was “unaware of the need for a permit” and would “look into it on Monday.” The owner reportedly offered officers “free pro-police items, which were politely refused.” 

• A man dressed in all black was reportedly “staggering around” and tried to open a couple of vehicles in the 700 block of Southwest Chehalis Avenue just before 11:50 p.m. on April 29. 

• A “male subject with a bloody head” was reportedly sitting by the railroad tracks at the intersection of Bishop Road and Interstate Avenue at 3:25 p.m. on April 30. Medical aid was dispatched. 

• A subject was reportedly “going through the trash cans” behind a business in the 1300 block of Northwest Louisiana Avenue just before 4:30 p.m. on April 30. 

• Three bikers who were outside a bar in the 500 block of North Market Boulevard just after 9:40 p.m. on April 30 reportedly “(kept) banging on the door saying they have lost a cellphone or something.” 

• Just after 5:10 a.m. on May 1, a caller asked for “rescue” for a child who was reportedly screaming inside an apartment in the 1300 block of Northwest Airport Road. Officers contacted the child’s mother, who reported the child was sleeping at the time the call was made.  

 

Criminal Trespass 

• A man was trespassed from a property in the 200 block of Southwest Interstate Avenue just after 8:50 p.m. on April 28. 

• A subject who was reportedly smoking meth in the bathroom of a business in the 100 block of Southwest Interstate Avenue just after 10:45 a.m. on April 29 was trespassed from the business. 

 

Disorderly Conduct 

• A homeless man reportedly “ran into (a) car with a cart” in the parking lot of a business in the 1600 block of Northwest Louisiana Avenue at approximately 7 p.m. on April 29. 

• Three juveniles reportedly spit at an employee at a business in the 10 block of Southwest Chehalis Avenue just before 1:05 a.m. on April 30. 

• A disorderly subject was reportedly “punching the air and yelling” at the intersection of Northwest Prindle Street and Northwest Quincy Place just after 3 p.m. on April 30. 

 

Indecent Exposure 

• A “nude male” was reportedly seen in the 100 block of Southwest Interstate Avenue just after 10:55 a.m. on April 30. 

 

Theft 

• A subject was cited for shoplifting in the 1600 block of Northwest Louisiana Avenue at approximately 9:55 p.m. on April 28. 

• Items were reported stolen from a vehicle in the 400 block of North Market Boulevard just after 10:30 a.m. on April 29. 

 

Burglary 

• Just before 4:50 p.m. on April 30, a burglary was reported in the 500 block of Northwest St. Helens Avenue. The reporting party stated they were in the process of moving out and discovered a broken window and missing tools from the garage. 

 

Dispute

• A dispute where a woman reportedly “cut (a) wall with a knife” was reported in the 300 block of Southwest Eighth Street just after 10:55 p.m. on April 28. 

 

Malicious Mischief 

• Just after 11:10 p.m. on April 28, a caller in the 300 block of Southwest Chehalis Avenue reported “his neighbor just egged his house.” 

 

LEWIS COUNTY JAIL STATISTICS

As of Monday morning, the Lewis County Jail had a total system population of 179 inmates, including 164 in the general population and 15 in the Work Ethic and Restitution Center (WERC). Of general population inmates, 128 were reported male and 36 were reported female. Of the WERC inmates, 12 were reported male and three were reported female.
