The Riverhawks (0-1-1), who snapped off 23 shots, got goals from Peyton Holter and Hallie Cournyer.
Abril Cabrera made six saves for Toledo, while Hope Gould had one.
The Riverhawks will head to Tenino next Tuesday for a non-league match against the Beavers.
