Man charged with a felony after a 5-year-old reportedly sees him urinate at Centralia area park

A man is facing a felony indecent exposure charge after a 5-year-old girl reportedly saw him urinating at Schaefer County Park near Centralia on Monday.

The child’s mother told a responding deputy with the Lewis County Sheriff’s Office that “she could see the male’s genitalia, that it made her feel uneasy, and it was inappropriate for the male to be doing that at a park,” according to charging documents filed in Lewis County Superior Court on Tuesday.

When questioned, the defendant, identified in court documents as Randy Ray Roberts, allegedly admitted to urinating next to his car in the park’s parking lot but denied “having his pants down or being exposed,” according to court documents.

The case was initially filed as a gross misdemeanor in Lewis County District Court but was elevated to a felony in Lewis County Superior Court due to the defendant’s criminal history, which defense attorney Rachael Tiller referred to as “aged,” with his most-recent conviction dated 2018.



“I think we were both quite alarmed when that (District Court) case was dismissed pursuant to being filed here,” Tiller said during the defendant’s preliminary hearing in Lewis County Superior Court on Tuesday.

When setting bail on Tuesday, Judge Paul Strophy called the allegations “generally alarming” but not a “significant community safety risk.”

The defendant was released from the Lewis County Jail on Tuesday on $10,000 unsecured bail.
