A Level 3 sex offender has registered as a transient in Lewis County, the Lewis County Sheriff’s Office announced Monday.
“They are not wanted by law enforcement at this time,” the sheriff’s office stated in the news release.
Kenneth Emory Allen, 31, was convicted in Lewis County Superior Court in 2013 for indecent exposure, according to the sheriff’s office.
“The offenses involved Allen, 21 years old at the time, exposing himself for sexual gratification to an unrelated female, age 31. He was sentenced to 14 months confinement in prison,” the sheriff’s office stated in a news release.
Allen was also convicted in 2016 for four counts of second-degree possession of depictions of minors engaged in sexually explicit conduct, for which he was sentenced to 60 months in prison. “This offense involved Allen, 22 years old at the time, possessing multiple photos on electronic devices of juvenile females of various ages engaged in sexually explicit conduct,” the sheriff’s office stated in a news release, adding that “Allen has been identified as a Level 3 Offender and a clear risk to reoffend and this community notification is required.”
Sex offenders who register as transients have no registered address and are required to renew their registry every week. A notification is only required when a transient offender first registers in a county.
Allen is described as a white male with brown hair and brown eyes. He is 6-feet-2-inches tall and weighs 290 pounds.
“This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public,” the sheriff’s office stated in a news release, adding, “Using this public information to threaten, intimidate or harass sex offenders will not be tolerated by the law enforcement agencies of Lewis County. This abuse could potentially terminate our ability to release this important information to the public.”
