Howard was born to Roy and Mable Wamsley on July 13, 1936, in Chehalis, Washington. After graduating from high school in Onalaska, Washington, Howard spent six years in the Marines. Howard and his wife of 54 years, Carole, raised three children in Morton, Washington, sons Brian and Dale, and daughter, Janet. All three children married and stayed in the local area allowing Howard and Carole to be greatly involved in the raising of their four grandchildren and great-grandson as well. Howard was known to his family by many endearing names, including Grandpa, Papa and Papa Howie. Howard truly loved his family and will be greatly missed by all of them.
