$200K Bail Set for Centralia Sex Offender Accused of Kidnapping 15-Year-Old Girl

Bail has been set at $200,000 for a Centralia man accused of kidnapping a 15-year-old girl in Bremerton and asking her to have sex with him before eventually releasing her in Morton on Friday. 

Law enforcement got involved after Lewis County 911 Communications received a 911 hangup call near Riffe Lake on Friday, March 17, according to an affidavit of probable cause filed in Lewis County Superior Court on Monday. 

Detectives eventually made contact with the 15-year-old, who reportedly said a man identified as Dewayne Glenn Turner II, 33, of Centralia, had picked her up in Bremerton the night prior. 

Turner was convicted on a lewd conduct with a minor charge in Idaho in 2007 and is a registered sex offender, according to court documents. While he currently lives in Centralia, the National Sex Offender Public Website shows his last registered address is in Texas. His risk level is “low,” per the registry. 

When contacted by law enforcement on Friday, the 15-year-old girl reportedly “indicated she had not been raped that night,” but said she asked Turner to “let her go” five or six times, “but he refused,” to the point of tying her to the seat of the vehicle, according to allegations filed in Lewis County Superior Court. 

At one point, Turner reportedly stopped the car at his Centralia residence, where he allegedly went inside and returned with “a bow and arrow and a sleeping bag.” 

They eventually arrived in Morton, where they went into the woods before Turner allegedly asked the 15-year-old to have sex with him, according to court documents. When the 15-year-old said no, Turner allegedly “called her a liar and became upset with her.” 

The girl later told police “she feared for her safety” because Turner had weapons with him, specifically knives and a bow and arrow set, and she didn’t know where she was. 

She said she was eventually able to call her guardian, who told her to call 911. 

When interviewed later by police, the girl’s guardian said the girl “told him that Turner was touching her and that he wanted to have sex with her, but she did not want to” before the call “ended abruptly,” per court documents. 

Turner “eventually” let the girl out of his car in the parking lot of Country Market in Morton, according to court documents. 



When contacted by police, Turner allegedly said he drove from Centralia to Bremerton and “while driving, asked (the victim) what was in it for him.” According to Turner, the 15-year-old “promised him sex,” according to court documents. 

Turner reportedly “explained his intention was to get (the victim) somewhere safe, as she had been kicked out, and counsel her on her life and choices,” per court documents. 

He told law enforcement he did not intend to have sex with the girl, but continued driving to Bremerton and picked her up. 

Law enforcement reportedly “observed a rope in Turner’s trunk” when they contacted him, according to court documents. 

Turner was arrested and booked into the Lewis County Jail on felony kidnapping and immoral communication with a minor charges at 3:45 p.m. on March 17. A judge set Turner’s bail at $100,000 over the weekend, but Judge Yoely Yeager doubled that bail amount on Monday. 

When a judge sets bail over the weekend while court isn’t in session, the judge bases the bail decision solely on the booking charges because they don’t have access to the affidavit of probable cause or the defendant’s criminal history until court reopens for the week, Yeager explained. 

In Turner’s case, Yeager said the allegations laid out in the affidavit of probable cause and Turner’s criminal history, which includes two failure to register as a sex offender convictions, justified the significant bail increase. 

During Turner’s preliminary hearing in Lewis County Superior Court on Monday, Yeager called the allegations against Turner “specifically concerning” and “a huge threat to community safety.” 

Turner was formally charged Monday with one count each of second-degree kidnapping and communication with a minor for immoral purposes. 

His arraignment hearing is scheduled for Thursday, March 23.
