Endorsement process explained


All too often we’ve read about a violent criminal with a horrendous past history getting out of jail and then reoffending.

In Washington state, since 1993, we’ve had the “Three Strikes You’re Out” law. It was enacted when Washington state voters passed Initiative 593. That law makes life in prison mandatory after a person is convicted for a third time of certain felonies, from murder to robbery to vehicular assault. Our state was the first in the nation to enact such a law.

Just this last legislative session the three-strikes law was strengthened to include felony offenses that occurred outside of our state borders. That change in law was prompted by the murder of a 14-year-old girl of Vancouver, Wash., back in 2005. She was killed by a man who had been in a Washington prison after a third felony conviction, but upon appeal, was released because one of his felony convictions for kidnapping occurred in Arizona. Four years after being released from jail he strangled the girl to death following a party.

On Friday the use of the three-strikes law took a violent criminal off the streets of Southwest Washington.
