Toledo Finalizes Police Contract With Winlock

Winlock city officials will soon receive Toledo’s final draft of a contract for police services.

After Toledo city councilors reviewed some revisions the city’s attorney made to a draft contract for police services for the city of Winlock, the council unanimously voted to extend the contract to Winlock at a special meeting Monday.

“(The contract is) I think, cut and dry. This is the way it needs to be signed by Winlock,” Toledo Mayor Jerry Pratt said.

The changes made by the attorney were minimal, mostly consisting of making wording more precise and clarifying definitions, City Clerk Michelle Whitten said. 

During the months Winlock councilors have been deliberating about whether to contract for its police services, some Toledo elected officials have become short on patience.

“If they don’t accept it … I’m just going to tell them to (staff) their own police department,” Pratt said. 



“We’ve been working on this now for three months, and they’ve had plenty of time to go through it.”

The contract, if signed by both cities, goes into effect Aug. 1. Toledo will charge Winlock $16,333 per month for the service, or $196,000 annually.

Winlock city councilors voted to pursue a contract with Toledo at its June 22 meeting. 

Following Winlock Police Chief Terry Williams’ retirement announcement, the city began more actively exploring and openly discussing contracting options as well as accepting chief and patrol officer applications.

Williams’ last day with the department is today.
