With the 60-day legislative session approaching its midway point, Gov. Chris Gregoire and District 20 Republicans are trying to fund a flood mitigation plan that satisfies historically strange bedfellows — rural Southwest counties and the federal government. Gregoire’s 2008 opponent Dino Rossi said the governor is being too hasty with the levee plan and contends a slow top-down bureaucratic approach is being applied.
