Winlock Man Held on $200,000 For Alleged Death Threats

A Winlock man is being held in the Lewis County Jail on $200,000 bail after authorities say he threatened to kill a person and then went to retrieve a loaded gun.

Kenneth W. Vance, 66, was charged with harassment — threat to kill — domestic violence and fourth-degree assault — domestic violence. He has an arraignment hearing scheduled for Thursday.

According to a probable cause affidavit, deputies responded to a residence in Winlock on Sunday after a caller said Vance struck her and threatened to kill her.

As a deputy approached the house, he saw a man — later identified as Vance — standing about 100 feet away from him. Vance allegedly yelled at the deputy: “That’s far enough.”

When the deputy identified himself, Vance said: “Good, I’ve been waiting for you.” Vance also allegedly continually shined a flashlight into the deputy’s eyes, making it hard for him to see.

According to court documents, the deputy took cover behind trees, and closed the distance between himself and Vance. The deputy noted Vance was holding an object in his other hand, which Vance said was a loaded gun. He then put the gun on the ground. The deputy closed the distance and restrained him.

Vance then told the deputy he accidentally struck a person in the face after losing his temper. The alleged victim said after she had been struck by Vance that he told her that she was “dead,” and that he went into his house and retrieved a loaded handgun.

During a hearing in Lewis County Superior Court Monday afternoon, Judge James Lawler imposed $200,000 bail in accordance with a request from prosecutors. He also authorized a no-contact order, preventing Vance from having contact with the victim.
