UPDATED: Two Arrested After Drive-By Shooting, Chase, K9 Pursuit in Onalaska

Two people made their first appearances in Lewis County Superior Court Wednesday on charges related to an alleged drive-by shooting in Onalaska.

Two Dogs Fasaga, 38, of Onalaska, was charged Wednesday in Lewis County Superior Court with first-degree assault, drive-by shooting, and first-degree unlawful possession of a firearm.

A second suspect, Rachel L. Donnelly, 39, of Auburn, was arrested on suspicion of first-degree rendering criminal assistance. 

Lewis County Prosecutor Jonathan Meyer asked for $1 million bail for Fasaga, also known as Justin Roy McCloud, citing 35 previous convictions including multiple felonies, two of which are strike offenses. Fasaga is currently on bail in a felony case out of Thurston County. 

Lewis County Superior Court Judge Andrew Toynbee imposed that bail amount, and set $50,000 bail for Donnelly. Both are scheduled to be back in court July 19.

According to the Lewis County Sheriff’s Office, deputies responded at 9:13 p.m. Tuesday after receiving a report of a hit and run and a shooting in the area of Shanklin Road in Onalaska. 

The victim, a 21-year-old man from Onalaska, reported he was driving down the road when a vehicle came up behind him and shut its lights off. The victim told deputies that he pulled over to see what was going on. 

According to court documents, he asked the driver of the other vehicle, Fasaga, if there was a problem. Fasaga reportedly said he’d be right back.

“(The victim) stated he asked the driver what he meant by that and the next thing he heard was a gunshot and the sound of a bullet fly by his face,” according to court documents. 

The victim sped off in a 2005 Volkswagen Jetta, and heard more gunshots, he told deputies. At one point, the suspect’s vehicle, a 1995 Honda Civic, rolled and hit the Jetta, causing it to crash. 

The victim was transported to Providence Centralia Hospital with head and neck injuries, according to the Sheriff’s Office. 

When deputies arrived at the scene of the crash, the Honda was still there but its driver had fled. Deputies found a .45 caliber handgun under the car. 

Deputies called a K9 unit to the scene. The dog was able to find the suspect, Fasaga, who was then arrested. 

Deputies also found Donnelly nearby in a BMW SUV. Donnelly initially said she was there to pick up a friend, then told deputies she was on her way home and denied that she was planning to pick up Fasaga. 

While being questioned by police, Donnelly’s phone received a text message asking, “Found him yet?” according to court documents. 

Donnelly was arrested and booked into the Lewis County Jail. 

As of Wednesday morning, investigators were not yet sure of the motive of the alleged shooting.
