Washington State Patrol District 8 Troopers David Franzmann of Hoquiam and Edgar Quintero of Naselle recently received the WSP Life Saving Award for efforts during two separate incidents last spring.
On April 17, Franzmann responded to an unresponsive 17-year-old male on the 100 block of Anderson Place in Elma. He was not breathing. Elma Police Department officers had begun CPR. Franzmann provided a 4 mg dose of Naloxone to the young man and continued CPR with the assistance of the Elma officers until he began breathing again on his own. Medics transported the teenager to Summit Pacific Hospital, where he regained consciousness and survived a narcotics overdose.
On April 30, Quintero responded to a incident of shots fired and stabbing in Ilwaco. He was the first law enforcement officer on scene, finding multiple victims. After determining the suspect was no longer a threat, he tended to injured victims, including a man bleeding excessively from his right arm. Quintero determined the injury was potentially fatal and applied a tourniquet to the victim’s upper arm. He also applied bandages to open wounds on the victim’s arm and torso. Aid arrived on scene and transported the victim, who survived. Other officers and medics on scene stated Quintero’s actions ultimately saved the man’s life.
Troopers are recommended by their supervisors for the award. District 8 serves Clallam, Grays Harbor, Jefferson, Kitsap, Mason, Pacific and Wahkiakum counties.
