Commissioners Call for Bids, Proclaim Feb. 4 Donna Karvia Day

Monday’s Lewis County commissioners meeting produced a call for sealed bids for road maintenance contractors to provide road surfacing and maintenance. 

In particular, the contract calls for the delivery and stockpiling of crushed screenings, crushed surfacing, top course and snow and sand for the county’s road maintenance program. 

The material will allow the county to complete the planned maintenance and programs on county roads. 

Sealed bids may be submitted to the board’s clerk at the county courthouse by 11 a.m. on Feb. 14 and will be opened on or after that time. 

As previously reported in The Chronicle, Feb. 4 was proclaimed as Donna Karvia Day in recognition of her public service within the county. Aside from working for the county, Karvia also worked closely with the Centralia College Foundation, the county’s drug court, the Human Response Network, Soroptimist and Valley View Health Centers. 

She died earlier this month after a brief battle with cancer and was also named as The Chronicle’s ‘Person of the Year’ for 2016. 

A new contract between the county Sheriff’s Office and NaphCare Inc. to provide 24/7 medical services to the jail was also approved. The contract will be in effect for eight years with rate increases allowed under it. 



For the first year ending on Dec. 31, 2017, the agreement stipulates the county will pay $880,868 for the services rendered. 

The county’s records manager will also receive a temporary pay increase to cover work implementing a new county finance system. 

As an exempt position, the duties are beyond the normal scope of the position in terms of hours and employment. 

The salary increase will be for an additional $1,250 a month on top of the base salary, effective Jan. 1 through the completion of the project. 

The records manager will coordinate project team members and overall implementation schedules and coordinate between the county and Tyler Technologies. 

The temporary increase is expected to cost around $17,250.
